Matt, the part I am talking about is the round part (it is mostly flat and has a copper ring). You can see where it used to have a small "tube" sticking off of it. That tube is broken off. On the steering wheel (on the cover/horn button) there is a metal tab where a wire would be plugged in. I am assuming there was a wire plugged in to that and the wire ran to something that fit inside the tube.
