I can't see any purpose in this, since it is > completely controlled by the lever inside. It's a thermostatic bulb that maintains the heat at a constant air temperature. It's true that the lever is not calibrated in any way, but the idea is that if you set a nice temperature the thermo bulb will adjust water flow to keep it constant. On my Hornet, I tap and adjust the heat lever to get it just a bit warm, but the temperature varies all over the place when I get on the freeway because the increased airflow makes the temperature drop (constant small water flow, more air, lower temperature).
