The Service Replacement block is the exception. It was made specifically to be bored. A standard 360 block (with 360 cast into the side) can't be bored that much. SR blocks are few and far between, especially those that haven't been bored out to 390/401 size already.

The statement that you can't do this, does not conform to the generally
accepted story of the Service Replacement Block which is un-marked
as to the size, as it is stored unfinished, but understood to be
machined to the appropriate dimensions as needed for warranty repairs. There
must be some fudging around capability as manufactured, although it very
well may depend on what year one is talking about.
