So, now WHAT the 'ell is an "original notarized
certification" ? So are they saying that the vehicle
must be OPERABLE to be registered? When has THAT been
a requirement for vehicles undergoing restoration?
Seems like to me they're trying to revoke antique
tags, then bush-whack you over having unregistered
cars.

What is interesting about being a member of the "inner net"
a loosely nit organization that I unnerstood was invented for
the amusement of members of the political organizations that
inhabit an unincorporated area of some where on the East
Coast of the United States of Amereeca by some member
congress by the name of Goar or something like that (by the way
if con is the opposite of pro, is Congress the opposite of
Progress?) one can google (there is a term that brings nothing
but warm fuzzies of confidence to me) for information. A
commodity that is sadly lacking when it comes to rational
decision making processes. And I won't even go there!

If you plan to use your antique vehicle or trailer solely as a
collector's item, you may register your vehicle with antique
license plates or permanent vintage license plates.

If you own a vehicle or trailer that was registered with antique
license plates issued prior to July 1, 2007, you will be required
to submit a completed "Antique Vehicle Applicant Certification,
" VSA 10B <http://www.dmv.state.va.us/webdoc/pdf/vsa10b.pdf> , to DMV
before January 1, 2008. DMV will
cancel your antique vehicle registration if you do not send in the
certification by the deadline.

There are areas of the country where OPERABLE is a requirement
to even have them sitting in your own driveway! With or with out
registration or restoration!

Good Luck with this one, been there done that! Same thing
different state!
I have found that the best approach to regimental inane requests
was to determine what kind of information was required and then
overload them with it! A relationship to reality was not necessarily
a prerequisite requirement!
