Picture this: Scaffold three stories high. One leg of one section sitting on a 2X6 laying on it's side spanning a 3' ditch. Two towers of said scaffold. Top of the scaffold. Place a ladder about 30' long going from one tower to the other. place a couple of pieces of 2" by? on top of this ladder. Now you and your buddy walk out onto this unrailed bouncy nightmare and work on the new house all day!!! 3 stories in the air..... I'll bet they've never been inspected either. They are also safe.
