Sorry, but no.
The shinier the surface, the more of it is in contact with the drum, the more cantact area, the more stopping power.
Kind of why they use slicks.
   If  you want to test this, have a drum rough cut and leave one polished smooth. Then watch out when you stop it! It will pull to the smooth side everytime if all else is equal.
   
  No, I'm not trying to sell you the plates.
That's a decision you need to make on your own.
  I'll likely put them in the shed till the next cleanup at least.
