I installed a return line in my filler neck.
I used 3/8" fule line, soldered it in pointing down to direct the flow into the tank, then for good measure I cleaned it all real well with solvent and put a coat of JB weld over it to reinforce it. It's solid as a rock. 
  Depending on how it is broken off you may be able to solder it, use an old fashioned iron, not a torch or electric soldering gun.
