Could it be a starter alignment problem, and not electrical? If
the starter is binding on the ring gear, it would draw TONS
of current (hmm, that is the unit of measure for current,
the ton, right?).
A test might be, loosen the starter bolts so it is slightly
wiggly, and start the car. If it turns over faster shimming or
reaming the holes might help.
