And another puzzle -- 80-83 Safety Sticker!

One more place the TSM is no help!! The Safety Compliance Label (sticker) shows a change for 1980, listing the Front and Rear GAWR (Gross Axle Weight Rating). The 1981-88 photo examples I have (all from Eagles) also show tire and rim sizes and pressure. So is this a 1981 change, or specific to Eagles becasue they are utility vehicle, not passenger cars? I need help from 80-83 vehicle owners to solve this mystery!!
