John,
  Both of my Eagles (83 SX/4 and 86 sw) have v belts
but my daughters 83 Spirit has the Serpentine belt.  I
went through some of what you did till I checked out
the manual (can't remember if it was TSM or owners)
but it specifically stated the ps pump was not
adjustable with the serpentine.  Only adjustment is
the alternator.  Even after looseneing it as much as I
could it was still an extremely tight fit.  Hope this
helps.
