An excessively worn motor (like one that was operated with little to no oil pressure) will cause the wipers to operate slowly due to lower than normal manifold vacuum. They also work slowly when it's really cold out but after the engine's up to temperature, they work okay (that may actually be an age issue since old grease gets hard when it's cold out). The only real problem I see with them is that the fuel pumps are harder to get which means your car's going to be off the road for a while when the fuel pump goes. For a car that's more of a toy, it's not an issue but it would be for a daily driver.

Also, weren't electric wipers standard starting in 1970 or 1971? I vaguely remember someone posting a long time ago that vacuum wipers were available as a delete option (made the car cheaper) for a year or two on some models after electrics were standard but I couldn't imagine that it was a popular option.
