Rambler Horn

Trying to get the 66 Rambler I picked up ready for PA safety
inspection.  Last item (other than the emergency brake) is the horn. 
I took the easy way out and stuck on a new horn relay and hoped it
would work.  It didn't.  I can hear the relay clicking but no sound. 
I half-assed checked the wiring and reseated the connectors to both
horns but am out of ideas.  Anybody have any thoughts?  I'm assuming
that since I hear the relay clicking that the mechanism in the
steering wheel is working correctly.
