There's no adjustment on the 1931. There are a pair of springs to open it
and it's closed by vacuum. The TSM describes how it works (FWIW, that's
usually a good section to read before tearing into a carburetor).

Sounds like a metering rod. It shouldn't be seated in the jet. The rod
should either be tapered or stepped. The rod moves up and down into the
hole to change the effective size of the jet. Sounds like yours is closing
the jet off, or making it to small at the wrong time. The rebuild
instructions should have had an adjustment guide for this part. If you
can't find it I'll take a look at a TSM, but will need to know the year
and model the carb came off of.
