You're not gonna like this! The usual "fix" for something like this
is
to find another car with a good roof, cut it off, and weld onto the
bad roofed car. How far down the windshield posts is the rust? You
need at least a couple inches of post near the bottom to weld to. The
sail panels can be cut right through the center of the rear window
and
side window, but will be better if you get a TSM and find the
original
factory seam and cut that. The windshield header is the main thing
that holds the car up if it overturns. Without a strong windshield
header (and posts) you'll get crushed in an accident. If you end up
patching the posts, install a roll bar -- a good one.

Yup...... that is the Best way - only other
way is to kill all the rust with phosphoric acid
solution, fibre' glas in the holes & install another
vynal roof over it.
If the car is nice otherwise, find a nice roof &
have a reputable welder handle the details.
