This has happened to me on a few cars now..latest was a 99 tercel.  remove the pins, inspect and clean off any rust.  lube them up with anti-sieze.  if this doesn't work it could be the pad seating is too tight.  I've had to lightly grind a pads seating in order for it to install nicely (not too tight or loose) you want a snug fit so they "float".  good luck
