You can get to the cowl floor on the passenger side just by removing the glovebox, pass. ashtray, radio, and heater/ac unit. It's a little more annoying to cut the bad parts out, but you can get to it without removing the dash. Of course I found out AFTER I removed my dash, but I just wanted to take it out and had to replace the windshield gasket anyway.
