The TSM should tell you where the voltage regulator is. On later Americans,
it's part of the fuel gauge and you need to replace the gauge when it
fails. You should check to make sure that the instrument panel ground is
good before going to much further. The problem may also be in the circuit
board or something else attached to it. There's a gizzy on the circuit
board the looks like a piece of cardboard wrapped in electrical tape, it's
not the voltage regulator but one of pins going to this device broke on my
68 and caused the gauges to go dead.
The fuel gauge part number for 67 and 68 is 320-8219 (Group 3.615). If it
turns out the gauge is bad and you can verify that the part number for 65
is the same, I have an extra fuel gauge that I'll part with for a couple of
bucks.
It may not be too difficult to find someone who can repair the gauge. The
AMC Rambler Club has John Wolf (216-942-0083) listed for instrument repair.
You can probably find a good listing in Hemming's Motor News as well.
