With an Abandoned Vehicle :

Find the property owner .

Check with the City Clerks office
as to who has the Property Owners
name on file > usually will tell you.

Then check with the Property Owner.

If they tell you they have no Idea >
then  with the Police Dept. take a 
copy of the VIN off the dash tag
as they will run it & see if it
is reported stolen anywhere.

I believe that the Property Owner
has some say over abandoned vehicles
on their property > check with Motor Vehicle.

If Motor Vehicle states that the Property Owner has
to file some paperwork > get the paperwork and
make it really easy for the person to help you.
