Can you tell us about how the car was ID'd?
He says "VIN on the internet" -- how?
Is it possible that's just a made-up
backstory for the attempt at purchase
story, and they are locals?

No, they didn't offer more, and it is possible it
was a total BS story.
It's been suggested an 'old Rambler' isn't what
they were really after...but DVD players, jewelry,
cash and other valuables can be found in any home,
any town, any state. Why would these guys return
to the same GARAGE in the same week if what they
wanted wasn't SPECIFICALLY in THAT ONE garage?
The car was the target- twice. WHY is not an issue.
Catching them is a secondary issue. Protecting his,
my and your cars is THE reason for the warning.

That excuse does NOT work.

Trust ME- the cops in her area would do anything
for her. She's from the old-school, and so are they,
so unless the Feds get involved, she'll always be
found 'justified'. Heck- you wanna see response
time? Call 911 from HER house! It's like there's
an auxiliary police station in her freakin' basement!
