They are anodized. You need to get the coating removed then they can be buffed till they look lik chrome and kept polished or anodized again.
Search the web. I'm not sure of costs or if there is a low buck way short of sanding to remove the coating. I sanded it off the face of the grill bars on my 69 Rambler and buffed it it looks like polished billett. I just have to go over it once and a while to keep the shine up.
