Try new bulbs in the tail lights. I had a similar problem in my 68 American 
and it was just a shorted bulb (actually, I had that problem several times 
and it was with the long life bulbs AutoZone carries -- I haven't had this 
problem with the regular bulbs). Also make sure that you check the ground 
at each tail light housing to make sure it's good since bad grounds can 
cause all sorts of odd things to happen.
