Mark, Last year I won an auction for a 1941 Olds front fender, (MUCH larger than an American fender). It came from New Mexico. My cost was only $85 for that beast to be shipped. As far as packaging, it was stabilized by 2x2s on top and bottom, and shrink wrapped with bubble wrap. Incedently I am on the east coast. That should give you a little bit of an idea of what you are looking at.
