Do you have the vacuum advance picked of the "ported vacuum"
nipple on the carb?

Or could be that one cylinder has a weak mixture at low idle,
from a vacuum leak, or PCV, brake, etc. Loosen the plug wires
from the plugs so they can be easily removed when running, and
pull each plug, one at a time. If all cylinders are contributing
the engine will run rougher when you pull that plug. If there's
no change then that cyl isn't doing anything.

There's a vacuum tee or nipple towards cylinder 6 that feeds
the transmission or other thing, if that hose is leaky or off,
this happens. Pinch off all the vacuum hoses (temporarily)
and see if that helps.
